Malone and Robert Fulton Dashiell have extensive experience representing clients before the Baltimore City Board of Estimates and the State’s Board of Public Works.

Mr. Dashiell is one of Maryland’s leading State procurement attorneys and provides legal services to government contractors relating to bid protests, litigation and settlement of claims. He is a nationally recognized expert in minority business utilization laws and programs, having authored or co-authored regulations in this area in the State of Maryland, Baltimore City, Chicago and multiple other jurisdictions. Mr. Dashiell is a former chair of Governor Glendening’s Council on Privatization and of the Baltimore City Contractor Qualification Committee.


Criminal Defense

With more than 23 years of experience in the Baltimore City and Prince George’s County State Attorneys’ Offices, Matthew B. Fraling III stands ready to assist HJM’s clients with all of their criminal defense needs. Throughout his extensive career as a prosecutor, Mr. Fraling handled an array of cases ranging from homicides, aggravated assaults, handgun and weapon cases, as well as narcotics, juvenile and traffic offenses. He boasts a comprehensive understanding of the entire criminal justice system and has proven himself a zealous advocate for his clients.


Labor Law

HJM brings more than ten years of public sector labor experience to the negotiation table. As a chief advisor to Governor Martin O’Malley, Sean R. Malone drafted, negotiated and interpreted collective bargaining agreements with each of the State’s seven collective bargaining units.

For over three years, Mr. Malone served as Labor Commissioner for Baltimore City, during which time he negotiated and administered 16 multi-year labor contracts and acted as a hearing officer for grievance proceedings. Among his notable achievements as Commissioner, Mr. Malone negotiated a “return to work” policy for all city agencies, putting many municipal employees back to work and helping others to obtain hard-earned retirement packages. Mr. Malone, alongside then-City Solicitor Ralph Tyler, also acted as a chief negotiator of an agreement between the Baltimore Building Trades and Baltimore Convention Center hotel developer Hensel-Phelps. The agreement secured labor peace, increased union participation and protected Baltimore‘s MBE/WBE goals in the monumental development project.

Before serving as Labor Commissioner, Mr. Malone was the Chief Legal Counsel for the Baltimore City Police Department. In this capacity, Mr. Malone acted as labor negotiator and union liaison for a department of 3700 employees and developed strong relationships with police labor representatives. Since 2009, Mr. Malone has served as the chief labor negotiator for Howard County, where he has successfully delivered contracts for five of the County’s bargaining units.

Mr. Malone has been applauded by labor and employer representatives alike for his “tough, but fair,” negotiating style and for his ability to be a "problem solver" in the face of gridlock.

Alcoholic Beverage Licensing

HJM is experienced in alcoholic beverage licensing. HJM’s services include assisting clients with the application, transferring and defense of alcoholic beverage licensing in local jurisdictions throughout the state.

HJM regularly represents clients before the Board of Liquor Licensing Commissioners for the City of Baltimore.


Litigation

HJM has a growing litigation practice. Matthew B. Fraling III possesses extensive trial experience from his years of work as a prosecutor. He is excited to bring these skills to bear whether on behalf of a plaintiff or defendant. Furthermore, as Chief Legal Counsel for the Baltimore Police Department and previously as an Assistant State’s Attorney, Sean R. Malone has represented clients in hundreds of cases from preliminary negotiations to the appellate level. HJM’s litigation practice spans the trial, administrative, and quasi-judicial arenas.
