Matthew B. Fraling III (Senior Associate/Attorney at Law)
Mr. Fraling's primary concentration is in criminal defense, representing HJM’s clients before Maryland’s courts. Beginning in 1988, Mr. Fraling worked for the State’s Attorney’s Office for Baltimore City and, until July 2011, in the State’s Attorney’s Office for Prince George’s County. For years he prosecuted cases as an Assistant State’s Attorney in the District Court of Maryland, Juvenile Court and the Circuit Courts for Baltimore City and Prince George’s County. In his lengthy tenure and capacity as an Assistant State’s Attorney, Mr. Fraling prosecuted thousands of cases including but not limited to: Capital Murder, Narcotics, Illegal Weapons and Traffic Offenses. He also litigated numerous collateral criminal matters ranging from postconvictions to writ of coram nobis petitions.
From 2009 – 2011, Mr. Fraling was the Division Chief of the Firearms Investigation and Violence Enforcement (F.I.V.E.) Unit of the State’s Attorney’s Office for Baltimore City. In that role, Mr. Fraling supervised the investigation/prosecution of approximately 145 non-fatal shootings per year and oversaw the prosecutions of approximately 600 handgun offenses per year. He also worked conjunctively with the United States Attorney’s Office in the Federal Project EXILE initiative. Project EXILE targets recidivist violent criminals and illegal handgun offenders.
Prior to functioning in that capacity, Mr. Fraling was a supervisor in the Homicide Division of the State’s Attorney’s Office for Baltimore City from 2005 - 2009. In that role, Mr. Fraling supervised the investigation and prosecution of approximately 300 Homicides.
Mr. Fraling has testified on numerous occasions before the Maryland General Assembly Senate Judiciary Proceedings Committee and before the General Assembly’s House Judiciary Committee on a host of issues ranging from witness intimidation to firearms regulation.
Today, Mr. Fraling is proud to bring his extensive knowledge of the judicial system to bear for his clients.
While studying at Georgetown University Law Center, Mr. Fraling taught Social Studies for two years at Gonzaga College High School located in Washington, D.C. When not focusing on the law, Mr. Fraling is a dedicated basketball coach, which he has done since his college years. He has coached basketball at the high school, AAU and recreational league levels in both Baltimore and Washington, D.C., and has served as the President of the Greater Loch Raven Recreation Council Boys’ Basketball Program since 2001.
