Lisa Harris Jones, although active in a variety of areas in the law, concentrates her practice in lobbying and government relations, corporate and real estate law. She has represented both publicly held and private enterprises, encompassing both smaller and larger business entities.

As an associate with the law firms of Shapiro and Olander (1993-1997) and Gordon, Feinblatt, Rothman, Hoffberger & Hollander, LLC (1997-1999), Mrs. Jones represented the City of Baltimore and many of its agencies and related quasi-public entities (i.e., the Department of Housing and Community Development and Community Development Financing Corporation), in complex real estate development and financing transactions.

 

Currently, Mrs. Jones represents a wide range of other business interests before the Maryland General Assembly and Baltimore’s City Council, Liquor Board, Board of Estimates, Planning Commission and Zoning Board.

In January, Mrs. Jones was recruited to a team of four veteran Annapolis lobbyists to represent the Maryland Computer Services Association during the 2008 session of the Maryland General Assembly. This team of advocates was tasked with a mission impossible: repeal the computer services tax created only a few weeks earlier during the 2007 special session.  Mrs. Jones employed her intimate knowledge of the legislative process and called upon her relationships with elected officials from both sides of the aisle and around the State to aid her client.  In a concerted effort, the team secured the final votes necessary to repeal the computer services tax in the last few days of session.  This momentous victory ensures the viability of technical service companies in Maryland and the valuable employment opportunities they provide across the State.

Mrs. Jones was named one of Maryland’s Top 100 Women for 2005 and 2009 by The Daily Record, 40 under 40 by the Baltimore Business Journal in 2001, the Top 25 Young Leaders to Watch by the Baltimore Times in 2002, and honored as a 21st Century Woman by the Maryland Coalition for Responsive Government in 2000.

Sean R. Malone (Member) joins Harris Jones & Malone, LLC from the Office of Governor Martin O’Malley.  During the Governor’s first two sessions and the 2007 special session, Mr. Malone served as Deputy Legislative Officer in the Governor’s Office of Legislative Affairs.  Mr. Malone assisted in the creation, drafting and lobbying of the Governor’s legislative agenda and oversaw agency legislative efforts in labor, collective bargaining, public safety, economic development, veteran’s affairs, administrative law, and judicial proceedings.  Working under Chief Legislative Officer Joseph Bryce, Mr. Malone served on a team known for its effective advocacy before the General Assembly.  Notably, 44 of 45 bills introduced by Governor O’Malley were signed into law.  In addition to his role in the Governor’s legislative office, Mr. Malone also acted as the State’s chief labor negotiator successfully drafting and negotiating contracts for each of the State’s seven collective bargaining units.  
 

Before joining the Governor’s Office, Mr. Malone was Labor Commissioner for the City of Baltimore from September, 2003 to January, 2007.  As a member of then Mayor O’Malley’s cabinet, Mr. Malone was a trusted advisor to the Mayor and his cabinet on labor and political matters.  During his years as Commissioner, Mr. Malone drafted, negotiated and implemented 16 multi-year city-wide labor contracts and acted as a hearing officer in grievance proceedings.  Working closely with union leadership, Mr. Malone negotiated a “return to work” policy for all city agencies that ended the long standing permanent light duty status of hundreds of city employees by returning them to work or assisting the employees in securing retirement benefits.

Known as a tough but fair negotiator, Mr. Malone is credited with improving labor relations in Baltimore City and received praise from union leaders for being an effective “problem solver.”  Mr. Malone and City Solicitor Ralph Tyler were the chief negotiators of an agreement brokered between the Baltimore Building Trades and the convention center hotel developer Hensel-Phelps which secured labor peace, increased union participation and protected Baltimore‘s MBE/WBE goals in this major development project.  The project was completed on time and on budget without any labor disputes. His extensive background in public sector labor negotiations will enable the firm to expand its practice and serve a broad range of both public and private sector clients.

For more than three and a half years prior to his Labor Commissioner post, Mr. Malone was a command staff member for the Baltimore Police Department, serving as the Department’s Chief Legal Counsel and Chief of Professional Standards.   Mr. Malone provided legal advice to the Police Commissioner on employment, criminal and administrative law issues.  He successfully litigated cases before administrative trial boards, the Baltimore Circuit Court, the Maryland Court of Special Appeals and the Court of Appeals during his tenure. Mr. Malone is credited with ridding the Department of a seven year, 700 case trial board backlog, working closely with Fraternal Order of Police legal counsel Herbert Weiner and Michael Davey. During his time in the BPD, Mr. Malone closed over 1,100 internal police misconduct cases through negotiation, prosecution and appellate representation. 

Mr. Malone honed his litigation skills, initially, as an Assistant State’s Attorney for Baltimore County after graduating magna cum laude from the University of Baltimore School of Law.

Brian R. Shepter (Associate Attorney) joined the Harris Jones & Malone team in 2008 as a registered lobbyist before the Maryland General Assembly.  Mr. Shepter has advocated for our clients on a wide range of issues including energy, construction, collective bargaining, minority business, gaming, telecommunications, computer services, health care, and tax reform.

While earning his degree at the University of Baltimore School of Law, Mr. Shepter developed a broad background in several areas of law through his experiences as a law clerk for three Maryland law firms and a Baltimore City Circuit Court Judge.


 
 

During the 2007 session of the Maryland General Assembly, he also had the honor of interning with the House of Delegates Judiciary Committee, where he experienced the legislative process firsthand.  Over the last four years he has built strong professional relationships with legislators, regulators, judges, lobbyists, attorneys and their respective staff, all of which make him a valuable asset to HJM LLC.

Courtney D. Glass Courtney Glass (Government Relations Specialist), a graduate of the University of Maryland School of Law, recently joined the Harris Jones & Malone team from a position with the Maryland General Assembly. Ms. Glass began with the firm in August, 2009 as a law clerk.

Since 2007, Ms. Glass has developed a broad background In policy and legislation through her experiences within the Maryland General  Assembly and as a law clerk to a Prince George’s County solo practitioner.

 
 

Ms. Glass began her career in government service in 2001, interning with former Delegate Rushern Baker during his tenure as Chair of the Prince George’s County Delegation. During the 2007 session of the Maryland General Assembly, she had the honor of interning with Delegate Jolene Ivey and Delegate Doyle Niemann.  Seeking to broaden her political experience, Ms. Glass spent the summer of 2007 as a legal intern for former Congressman Albert Wynn, where she experienced federal government first hand.  In 2008, Ms. Glass returned to state government, taking her post as legislative aide to Delegate Jolene Ivey and Delegate Jay Walker.  During the 2009 session of the Maryland General Assembly, she had the unique opportunity to serve as legislative director for the Prince George’s County Senate Delegation under Chairman Senator C. Anthony Muse, expanding her connections to both chambers of the state legislature.  Most recently, she worked with Delegate Kriselda Valderamma as a legislative aide during the summer of 2009.

Ms. Glass’ experience has allowed her to gain a wealth of knowledge about the intricate workings of the legislative process in the Maryland General Assembly. She has experience with a variety of policy areas and helped craft legislation that is now law. Further, Ms. Glass has forged lasting relationships with agency representatives, county officials, legislators and their respective staff, which makes her an invaluable asset to HJM, LLC and its clients.

Jeremiah L. Wilkes coordinates the busy day-to-day operations at Harris Jones & Malone.  With his background in business management and customer service, Mr. Wilkes is an indispensable part of the firm. 

Mr. Wilkes brings more than seven years of leadership experience to our office as a former customer relations supervisor for a multinational communications company and a local small business.  In addition, Mr. Wilkes’ knowledge of real estate and leasing, acquired during his time as a Leasing Specialist for a local property management company, are an asset to our practice and clients alike.
 
 

In his free time, Mr. Wilkes volunteers at New Directions Outreach Center in Baltimore City.  For over 12 years he has served the Center in a variety of facets, from outreach efforts for families in need to overseeing business operations.

Robert Fulton Dashiell (Of Counsel) joins Harris Jones & Malone, LLC from the Office of Robert Fulton Dashiell, Esquire, P.A.  Mr. Dashiell’s practice is concentrated in labor law, real estate development, government procurement, construction law, general corporate law, civil litigation, and business finance. Mr. Dashiell is regarded as an expert in Baltimore City procurement matters, in connection with which he has made numerous appearances before the Board of Estimates over the last 25 years. His expertise in procurement extends to matters before the State Board of Contracts Appeals as well as the Board of Public Works. His consultation on such matters is frequently requested by other attorneys.  
 

Before establishing his own firm, Mr. Dashiell was a partner with the law firms of Cummings and Dashiell (1993-1996), Cummings, Smith, and Dashiell (1991-1993) and Wartzman, Omansky, Blibaum & Simmons, P.A. (1986-1991). During his time with Wartzman, Omansky, Blibaum & Simmons he served as a lobbyist for Philip Morris USA, Inc. He was of counsel to the firm of Shapiro and Olander between April, 1985 and July 1986. Previously, Mr. Dashiell was a partner at Singleton, Dashiell & Robinson, P.A. from August, 1975 until April, 1985, where he focused on major real estate development projects. During this time he was also one of the three founding members of the Maryland Minority Contractors Association in 1979 and assisted in the creation and organization of several of the community development corporations located in Baltimore City.

Throughout his distinguished career, Mr. Dashiell has championed minority rights in business and development. He exemplified his dedication to minority rights by working with the Urban Mass Transit Association to develop their minority participation plan for grantees. He was influential in getting Maryland House Bill 64 passed, which became the first minority business enterprise (“MBE”) law in Maryland. Mr. Dashiell also organized a picket line to protest the Baltimore Mass Transit Administration’s (“MTA”) failure to utilize MBE participation in the construction of the Baltimore subway system. He was successful in persuading the MTA to come to the table to discuss, and eventually implement, an MBE program.

Mr. Dashiell was instrumental in negotiations for the development of the Baltimore City Cable System. He structured and represented the minority interest in ownership of the franchise. During this time Mr. Dashiell also worked with David Cordish and his then partner, Bob Embry, on a variety of real estate development deals.  Mr. Dashiell represented the original “Shake and Baker”, Baltimore Colts wider receiver Glenn Doughty, in the development of the Shake and Bake Family Fun Center in Baltimore, MD. He served as special counsel to the City Department of Finance in the Pier 5 development and was counsel for the “more Parks Sausages…. Please”, Parks Sausage Company and the former Provident Hospital.

Mr. Dashiell began his legal career by serving as a staff attorney within the Appellate Court Branch Office of the General Counsel to the National Labor Relations Board in the District of Columbia from June, 1973 until July, 1975.

Sherri R. Heyman (Member) joins Harris Jones & Malone, LLC from the firm of Rosenberg, Martin, and Greenberg, LLC where she served as a partner in the real estate practice group from 2003 through 2009. She has more than 25 years experience as an attorney representing land developers, builders, investors, and governmental clients in matters pertaining to acquisitions, financing, leasing, and development of commercial, mixed use, and residential real estate. She has extensive experience in the creation of condominium regimes and homeowners associations and mixed-use developments.

Ms. Heyman was a senior associate in the real estate department of Gordon, Feinblatt, Rothman, Hoffberger, and Hollander, LLC (1997-2003). Prior to that, she served as general counsel to Diversified Investment Associates, Inc. (1996-1997), an investment firm which provided subordinated debt and equity capital for business and real estate ventures. She was an associate in corporate transactions, estate and trust planning, and administration with the firms of Richard T. Stansbury, P.A. and Levan, Schimmel, Belman and Abramson, P.A. from 1993 through 1996. During her time as an associate, she assisted with the creation of business entities and governing documents, employment agreements, licensing agreements, buy-sell agreements, and dissolution documents. Ms. Heyman commenced practicing law in New York City with the firm of Koenig, Ratner and Mott P.C. (“KRM”), from 1987 until 1992, when she relocated to Maryland. As an associate at KRM, Ms. Heyman focused her practice in areas of corporate, real estate, and estate and trust planning and administration.

Ms. Heyman is a frequent lecturer for the Maryland Institute for Continuing Professional Education (“MICPEL”), the National Business Institute, Half Moon Seminars, and other continuing legal education seminars on topics including creating condominium and homeowners associations, title insurance, and granting conservation and agricultural easements.
