Mr. Joyce joined HJM in 2011 after graduating from law school. While earning his degree at the University of Baltimore School of Law, Mr. Joyce developed a broad understanding of several areas of law.

During his final semester of law school he developed his interest in government relations while supporting two well-respected lobbyists in Annapolis during the 2011 session of the Maryland General Assembly.

In addition to his experience in Annapolis, Mr. Joyce also gained valuable knowledge of the administrative law process as a hearings officer for the Department of Health and Human Services, Centers for Medicare and Medicaid Services.

In 2009, he worked as a law clerk for a Baltimore County Circuit Court Judge and in the following year he interned with National Whistleblowers Center specializing in qui tam relator and false claims act policy and litigation.

Before pursuing his law degree, Mr. Joyce held several senior positions within Lockheed Martin Corporation and AT&T Government Solutions, Inc. Among his many duties, he negotiated and managed classified Department of Defense procurements involving complex design, development and manufacturing issues. Mr. Joyce also gained expertise in business and proposal development, program finance and negotiating intellectual property data rights licensing agreements with several civilian and non-civilian federal government agencies.
