Mr. Harris joined the HJM team in the fall of 2015. Mr. Harris brings with him invaluable experience working on the local, state and federal levels of government. It is through these experiences that Mr. Harris has developed the analytical and advocacy skills that make him an asset to the HJM team.

Mr. Harris’ experience working in government started prior to attending law school. As a student at the University of Maryland College Park, Mr. Harris served as a community relations liaison for Baltimore City Council President Bernard Jack Young. Also during this time, Mr. Harris gained experience working with legislators in Annapolis while working under the Honorable Delegate Shawn Tarrant. In both capacities, Mr. Harris was able to establish relationships with local and state legislators while becoming familiar with the respective legislative systems.

While earning his Juris Doctor at the University of Maryland School of Law, Mr. Harris worked for both the Honorable Senator Benjamin L. Cardin and the Honorable Congresswoman Ann McLane Kuster in the United States Senate and House of Representatives respectively. It was during this time Mr. Harris learned to coordinate with high level elected officials and their staff members. While on the Hill, Mr. Harris honed his analytical and writing skills by reviewing complex legislation varying from hydraulic fracking to 401k legislation. This ability to review and analyze legislation has proved useful in his ability to advise clients on the legal significance of certain courses of action.

Mr. Harris’ legal background began when he registered as Rule 16 student attorney representing a criminal defendant in post-conviction proceedings in the Circuit Court for Baltimore City. As a law student, Mr. Harris interned for the Honorable Judge Shirley Watts on the Maryland Court of Special Appeals. He also worked for the Baltimore City Finance Department Bureau of Purchases where he reviewed contracts to ensure compliance with city codes, standards, and applicable case law.

Since joining the team, Mr. Harris has used his past experiences to closely monitor city zoning legislation and brief clients on various legislative developments. In his work with the Baltimore City Council, Mr. Harris has been instrumental in working with City Council members to oppose zoning initiatives negatively impacting the interests of HJM’s clients. Additionally, Mr. Harris’ ability to advocate before the Maryland General Assembly has proved a useful tool in HJM’s government relations practice. During this past legislative session, Mr. Harris’ testimony and collaboration with members of the Maryland State Senate, led to the adoption of legislation requiring carbon monoxide detectors in the immediate vicinity of designated sleeping areas. Mr. Harris’ professional experience in government combined with his legal background has made him a key contributor to the HJM team.
