Associate/Attorney at Law

Ms. McDonough is an attorney and registered lobbyist with over a decade of experience in Annapolis, working with the Maryland General Assembly. Since joining the HJM team in 2012, she has advocated passionately on a variety of issues, including the development and implementation of fair and reasonable regulatory schemes for new technologies and business start-ups, licensure of direct-entry midwives in Maryland, work on innovative pharmaceutical developments, business-friendly amendments to the 2014 minimum wage legislation, and substantial budgetary consideration for Maryland non-profits.  In addition to her state work, Ms. McDonough has successfully represented clients in legislative, budgetary and procurement matters before several local jurisdictions, particularly in Prince George’s and Anne Arundel Counties.

Prior to joining HJM, Ms. McDonough served as Legislative Director to Senate President Thomas V. Mike Miller, Jr. for seven sessions.  During her time in the President’s Office, Ms. McDonough represented the President in both the Judicial Proceedings and the Education, Health and Environmental Affairs Committees, where she developed an understanding of a variety of legislative issues, including health and healthcare, education, criminal justice and public safety, election law, and environmental policy.  She also served as the President’s primary district liaison where she built relationships with local administrators and officials in counties and municipalities throughout the State.  Through her time in the public sector, Ms. McDonough has gained an in depth understanding of bill drafting and construction and the legislative, budgetary, and regulatory processes, while developing strong relationships with staff and officials in the legislature and many state agencies.

While earning her Juris Doctor at the University of Maryland, School of Law, Ms. McDonough had the opportunity to work in several different levels of government, including a summer position with Peter Shapiro, while he served as the Chair of the Prince George’s County Council and a clerkship with Judge Glenn T. Harrell of the Maryland Court of Appeals. During her time with the Prince George’s County Council, Ms. McDonough completed research and assisted with advocacy on economic development projects in the International Corridor in Langley Park and the establishment and promotion of Chairman Shapiro’s environmental policy initiatives.
