Mr. Shepter joined the HJM team in 2008 as a registered lobbyist before the Maryland General Assembly. Mr. Shepter has advocated for our clients on a wide range of issues including education, energy, retail, construction, print media, collective bargaining, minority business, gaming, telecommunications, computer services, health care, and tax reform. In 2011, Mr. Shepter was honored to be named to The Daily Record’s VIP List, which recognizes individuals who have attained notable success in their careers before the age of 40. Mr. Shepter was selected for both his achievements as a lobbyist and his charitable work in the Baltimore community.

In the 2009 session, Mr. Shepter worked alongside Sean R. Malone and other advocates for public educators to draft and negotiate the aptly named Fairness in Negotiations Act. This legislation, which subsequently passed in 2010, allows educators to mediate their disputes with school administration representatives in the event of an impasse in collective bargaining. It also creates an independent Public School Labor Relations Board responsible for arbitrating labor disputes that are not resolved in the mediation process.

While earning his degree at the University of Baltimore School of Law, Mr. Shepter developed a broad background in several areas of law through his experiences as a law clerk for three Maryland law firms and a Baltimore City Circuit Court Judge.

During the 2007 session of the Maryland General Assembly, he also had the honor of interning with the House of Delegates Judiciary Committee, where he experienced the legislative process firsthand. Over the last six years he has built strong professional relationships with legislators, regulators, judges, lobbyists, attorneys and their respective staff, all of which make him a valuable asset to HJM.
